Every vendor pays full price for everything โ€” Apolypter has no haggling and no price variation. What varies is what each vendor sells and, more importantly, what each one accepts in barter: the blacksmiths are the only ones who convert materials into gear, and the herbalist is the only one who sells Frostbrew. Knowing who converts what is the whole trading game.

The Barter Rule

Materials that a blacksmith wants (Alpha Pelts, Emberdeep ore, Tyrant Shards) are always worth more as barter than as vendor trash. The moment a barter recipe exists for a drop, stop selling that drop โ€” the shard-to-Crown conversion is the endgame example: three shards barter into a boss summon worth an entire fight's loot.
